Economically and socially vulnerable areas (ESVA)

This concept is based on the Regional Development Strategy of the Czech Republic 2021+, developed by the Ministry for Regional Development of the Czech Republic.

Generally speaking, it refers to areas (in the form of administrative districts of municipalities with extended competence – MEC) where the worse living conditions are conditions and fewer development opportunities or limited possibilities to participate in the development and growth of the Czech Republic. The main problems include e.g. overall poor economic performance, deterioration of the social structure (age, education), social exclusion, access to quality public services or amenities.

The administrative districts of the MEC which show the worst results in these indicators and where 25% of the population of the Czech Republic lives have been identified.

Within the Pardubice Region, the ESVA´s include the Česká Třebová MEC, the Králíky MEC, the Moravská Třebová MEC and the Svitavy MEC.
